Dumfries & Galloway Royal Infirmary

DGRIBuchan + Associates provided Healthcare Planning and Strategic Planning advisory services to NHS Dumfries & Galloway on its “Acute Sector Redevelopment Project” which resulted in the replacement of the Dumfries & Galloway Royal Infirmary. The project was procured using the Scottish Government’s NPD model.

The Healthcare Planning input was multi-faceted and complex, it involved whole system planning to maximise the NHS Boards acute and community estate. As well as moving acute services to a green field site, careful consideration was also given to the role of community hospitals and re-utilising an existing high quality PFI project with a 15-year concession on the existing site.  A key challenge was gaining stakeholder engagement to service change through the development of; the clinical output specifications; activity analysis and forecasting; clinical strategy; reference design and option appraisal. Change management and organisational development skills were essential to success.

Specialist service re-provision included Oncology, Haematology and Palliative Care.

Working with the wider Technical Advisory team B+A had a significant input to the development of the ITPD documentation and outline business case.  Our team also took the lead in developing the clinical design evaluation criteria which is essential to directing bidder teams on the priority project objectives.
